The Firebell Dockworkers union controls the two chokepoints through which everything moving in or out of the city must pass: the sea harbor and the airship skydocks. No cargo arrives or departs without Dockworker involvement. That position, owning the moment when everything has to pass through their hands, is the foundation of the union’s power.
Thessa Greyhollow, a burly human woman, serves as union boss and controls both facilities.

Current Pressures
The Cavianan refugee crisis has put the union in an unusual position. Demand at the docks is up as people and goods pour into Firebell, but the influx also brings desperate workers willing to undercut union rates, which threatens the wage structure the Dockworkers have spent years building. The union’s response is to enforce its exclusive control over loading and unloading contracts as aggressively as possible and keep unguilded labor off the docks.
What They Stand For
The bottleneck is the only position worth holding. The Dockworkers don’t own the ships or the goods, but a work stoppage would strangle Firebell’s economy within days, and every faction in the city knows it. The Merchant’s Guild resents this leverage. The Firebell Council tries to stay out of it.
