Firebell is a medium-sized coastal city of roughly 50,000 people, built atop the ruins of an older magical capital. Its founding is tied to something arcane. Theories vary, but the draw of that original mystery proved lasting. The city is old by regional standards, and its age shows in layered architecture: new construction sitting on ancient foundations, and ancient foundations hiding older things still.
The city runs around the clock. There is little difference between day and night traffic; most shops and services remain open constantly, and the streets are always busy. The population skews impoverished but trade is active, and Firebell’s disposition toward outsiders is friendly. The population is roughly half human, a quarter elven or half-elven, fifteen percent dwarven, and a mix of other ancestries beyond that.
Music runs through Firebell’s civic identity more than most cities. Citizens believe life finds meaning in the making and experiencing of it. You will hear it in the streets, in the taverns, in the Quarter, at all hours.
Natural cave systems run beneath the city, and their existence is common knowledge among locals.
Government
Firebell is governed by an elected council of seven: one councilor per district, plus two at-large seats. The Firebell Council controls taxation, law, and city spending. Its governing philosophy prizes enlightenment and the preservation of culture, heritage, and access to knowledge. In practice this means institutional conservatism and slow, deliberate decision-making.
The council has no direct military force of its own. It relies on Ironmane’s Guard and the Firebell Militia to execute its will.

Nobility
Firebell has seven hereditary noble houses, one associated with each district. Noble title is passed by blood. The nobility broadly supports the council’s governing priorities, and relations between nobles and commoners are generally civil.

Districts
The Point
The scholarly heart of Firebell. Magnificently maintained: cleanliness and structural integrity are of the highest standard, and the care put into the district is obvious. Home to the city’s archives, library, university, academy, forum, and schoolhouse. Entry is unrestricted. No permanent residents: it is a district of institutions, not homes.
Vivi Square
The commercial district. Gated and guarded entry. The main hub for trade and merchant activity. Housing is present throughout the district, though the streets here are rougher than the quality of business conducted in them might suggest.
Highcourt
Where Firebell’s nobility and wealthier residents live. Gated and guarded. The district is well maintained and cleaner than most of the city. Law enforcement is stricter here, and it shows. Crime is noticeably lower than in other districts.
The Docks
Naval and seafaring focus. The docks are immaculately kept, the most physically impressive district in the city alongside The Point. Open entry. Economically critical to the city. An airship landing also operates here.
Ironmane’s Quarter
The working-class district. Open entry. Home to forges, foundries, and the people who run them. Rough but functional: the streets are passable, structures are generally sound, and there is a statue at the center of the square that someone keeps polished clean. Ironmane’s Guard is headquartered here.
Places the Party Has Been
- Ironmane’s Forge (Ironmane’s Quarter): Ironmane’s forge, where the Silver Sisters were being cared for. Site of the confrontation with Order of the Pale Flame operatives in session 29.
- The Point Archives: Restricted institutional records. Klause talked his way in and found comprehensive founding-era plans of the Firebell warrens, including the cave network beneath the city.
- The Fractured Workshops of the Sealed Flame: A sealed wizard laboratory beneath the city, accessed through the cave system. The party entered via the caves in session 29.
